Venezuelan, currently based in Santiago de Chile. Carlos started working on Civil Society around 2008, collaborating in the student movement and election monitoring projects until 2011. He then started to help NGOs, media, and individuals with technical support, specializing later in digital (and operational) security, focused on high-risk groups and individuals. Currently, Carlos is interested in the facilitation and learning aspects of digital security and threat modeling concepts, material generation, and training on more advanced threats for local security practitioners from Civil Society.
Carlos has experience in common security interventions like trainings, digital security assessments, incident mitigation, etc. and supported vulnerable groups in more than 10 countries across Latin America, the US, and Spain. Carlos also co-founded Conexo, was the technical coordinator of Derechos Digitales, and was a Ford-Mozilla Open Web Fellow (2017-2018). Carlos has experience in technical research around technical censorship and surveillance, being one of the founders of Venezuela Inteligente and its censorship monitoring project (that would become VEsinFiltro). Carlos was also the technical coordinator of the FADe Project, focusing on monitoring the cellphone network to look for anomalies in search of the use of IMSI-Catcher technology to conduct phone surveillance in 5 Latin American cities.
